This decree has nothing to do with the Toyota emissions issue and is very old news. Its timing has nothing to do with the recent Toyota release other than, yes Honda also got in trouble 27 years ago......
Again, I have searched and find nothing indicating that there are new accusations or admissions that Honda is cheating on current or recent production emissions certifications..... All there is is an admission that Honda has found problems with torque and sound ratings, not emissions.
Perhaps there will be, but at least now I can't find it. Part of this I think is cultural. Japanese companies honor their reputations and probably their leaders have insisted that all internal ratings be reviewed for accuracy, errors and omissions. So I think Honda did that and revealed what they did even though torque and sound data are not necessarily mandated measurements.
I think its a far cry from the US manufacturers whom at the sniff of a problem lock down, lawyer up and make sure no record over the required retention period is kept.
I admit that I don't know the whole story so if I am wrong, I am wrong.....
