What is the most cost effective vehicle depends on many factors, and there is no one right answer. It all depends on the person.
If you are optimizing for cost alone, you are probably best off buy something like a 4-year-old used Prius. It's already taken a bit of depreciation, but it's got at least 10 years of good life left with minimal maintenance. Taxes and insurance on it won't be too bad either. Its mileage means lower fuel cost.
If you are in Seattle, like me, gasoline is expensive and electricity is cheap. That can shift the balance. Elsewhere, those costs may be flipped making an ICE vehicle more cost effective.
What do you intend to do with the vehicle? How long do you want to own it? Two years, five years, ten years? How much do you drive? Are you eligible for any electric vehicle subsidies? What are gas and electricity prices in your area? These are only some of the variables.
