Both, I think. Whether we're talking entry-level jobs or PhDs chasing a multi-million-dollar grant opportunity, you see a certain percentage of people who are kind of off in the weeds regarding what you're after, but figure that stamps and printer paper are cheap, some of the rules might be more important than others, and you can't win if you don't play.
I've heard that this might amount to as many as one in three government proposals, which kind of jibes with your tally so far (two that didn't pass an important gating criterion, and another four who seem unqualified). Or they just didn't read correctly.
Getting back to hiring, if you netted at least four and possibly six worthy of an interview, and only had to sort through 15 to get them, I think you could be doing a lot worse.
